The Wage Protection System (WPS): what it is, why it matters and how Dawmt applies it

What Saudi Arabia's Wage Protection System (WPS) is, its goals, how it protects employees and keeps companies compliant, and preparing the payroll file.

The Wage Protection System (WPS): what it is, why it matters and how Dawmt applies it

In short

  • The Wage Protection System (WPS) monitors accurate, timely salary payments to protect employees' financial rights.
  • Electronic wage records support oversight and reveal late payments or shortfalls.
  • Dawmt exports a WPS payroll file for upload to the bank, using the payroll data and settings your company configures.

Managing payroll is not easy: it takes accuracy and strong organisation. That is why the Ministry of Human Resources and Social Development (MHRSD) launched the Wage Protection System (WPS).

In this article you will learn what the system is, what its goals are and how it protects employees' rights. You will also learn how it helps companies comply with Saudi law.

This guide covers the Wage Protection System in Saudi Arabia. Bahrain has its own wage protection system, run by the Labour Market Regulatory Authority (LMRA).

You will also learn the benefits of the Wage Protection System for employees and employers, and the problems companies face when they apply it by hand.

Finally, we cover how Dawmt helps you apply the Wage Protection System properly, manage payroll and prepare wage protection files.

What is the Wage Protection System (WPS)?

The Wage Protection System (WPS) is an initiative MHRSD launched in Saudi Arabia in 2013 to monitor and track wage payments, so that salaries reach employees on time and without delay. It also checks that wages are paid in full, with no shortfall or other problems.

The system records salary transfers made electronically through banks and financial institutions on the Mudad platform. Companies upload their employees' wage files every month through the platform, which makes monitoring easy, keeps records accurate and gives visibility of wages across companies, so that employees' rights are protected.

According to an MHRSD announcement, from 1 March 2025 the period allowed for uploading wage protection files on Mudad became 30 days instead of 60 days, which means a company uploads the file for the previous month only.

The goals of the Wage Protection System for companies

The Wage Protection System in Saudi Arabia has several goals that help protect employees' rights and create a healthy working environment. These are the goals of the Wage Protection System (WPS):

Protecting employees' rights

The system makes sure employees are paid accurately and on time. That is the most basic right employees expect in return for their work, and the system guarantees it.

Creating transparency

The system keeps a complete electronic record of each employee's wages. That creates transparency between employees and companies, which helps keep employees loyal to the company.

Reducing wage problems

The system closely monitors whether salaries reach employees on time and in full. That reduces wage problems such as delays, shortfalls and calculation errors, and the fewer the problems, the more positive the working environment.

Building trust

Each time the system gets wages to employees on time, their trust in the company and in the Labour Law grows, which makes the workplace healthier, more comfortable and free of tension.

Ensuring compliance with the law

One goal of the Wage Protection System (WPS) is to make sure companies comply with Saudi labour law and pay salaries in line with it.

Easier oversight

The system makes it easier for government bodies to oversee payroll in companies, because it works electronically and keeps clear records and reports of each company's and each employee's pay.

Higher productivity

The more secure employees feel about their salary and being paid on time, the more productive they become, and this is one of the main goals of the Wage Protection System.

How does the Wage Protection System protect employees' rights?

The Wage Protection System plays a strong part in protecting employees' rights through the tasks and services it provides, which is why Saudi Arabia insists on compliance with it. This is how it protects employees' rights:

Making sure salaries are paid: the system tracks salaries and checks that they reach employees on time, in full and without errors.

Keeping records: the system keeps electronic records with full wage details for every employee. That gives employees transparency, so they can see their entitlements in full and track their salary payments.

Preventing exploitation: the system helps prevent employees from being exploited or defrauded over their pay in any way.

Better payment methods: the Wage Protection System helps companies and employees improve how payments are made, because wages are paid through banks and bank accounts, which also keeps payments safe and private.

Tracking violations and justifications: the Wage Protection System (WPS) flags violations relating to employees' wages. The company can submit a justification, and the employee then accepts or rejects it through their account on the Mudad platform. The company's compliance rate is updated according to the employee's response, which gives employees a way to follow up on their rights.

How does the Wage Protection System help companies comply with Saudi law?

Complying with the Wage Protection System (WPS) helps many companies comply with and apply Saudi law, because the system carries out a set of procedures that provide complete oversight. This is how it helps:

Monitoring payments

The Wage Protection System provides full oversight of the payments companies make to employees. That oversight flags any violation and keeps salaries free of errors.

Fewer violations

Continuous monitoring of salaries, payment dates and the accuracy of each employee's pay helps companies avoid violating the law or the rules of the Wage Protection System.

Fines and penalties

Under the violations and penalties schedule for the Labour Law and its Implementing Regulations, issued by MHRSD (Ministerial Resolution No. 112377 dated 9 February 2026), the fine depends on the company's size category. Failing to upload the wage protection file every month, or failing to meet the compliance rate set by the ministry, is a serious violation with a fine of SAR 500 for a company with 20 workers or fewer, SAR 1,000 for a company with 21 to 49 workers, and SAR 2,000 for a company with 50 workers or more.

Failing to pay workers their wages and entitlements into their approved bank accounts when they fall due, or withholding all or part of a worker's wage without a court order, is a serious violation with a fine of SAR 300, multiplied by the number of workers affected, in every category. That obliges a company to apply the system carefully. For the other violations and the latest amendments, see the schedule on the ministry's website.

Using digital platforms

Wage protection files are uploaded only through the Mudad platform, where a company can also see its compliance rate with the Wage Protection System and justify flagged violations. Companies can find the system's requirements on the MHRSD website or on Mudad, which helps them meet the system's requirements and comply with the Labour Law.

Benefits of the Wage Protection System for employees and employers

Applying the Wage Protection System has several benefits for both employees and employers, which help each of them build a safe and positive working relationship. The benefits are:

Salaries arrive on time

Employees feel more secure and settled because the system makes sure their salary arrives on time every month, in full and without errors.

Protecting financial rights

The system helps employees protect their financial rights in full, without delays or salary errors, so their pay is more secure.

More transparency

As mentioned above, the system keeps complete, permanent payroll records, which gives the company and the employee full transparency over wage payments.

Using bank accounts

The system has helped companies and employees use bank accounts for salary payments.

Easier salary payments

Paying salaries has become easier for companies, because payment goes through banks and bank accounts.

Lower risk

Handling less cash reduces risks such as theft and embezzlement, and also prevents errors that could otherwise happen.

A healthy working environment

Complying with the system makes the workplace healthier, because employees are paid on time and accurately. That increases their loyalty to the company and strengthens the working environment.

The problems companies face when applying the Wage Protection System by hand

Applying the Wage Protection System (WPS) by hand exposes a company to problems that can hurt it over time and lead to poor results. These are the main ones:

Errors: manual work is not very accurate, and human errors affect salaries and payment dates and make wage payments less accurate.

Wasted time and effort: manual work takes a lot of time and effort to get good results, and payroll is not simple, so doing it by hand can take a long time.

Difficulty applying the law: people may not apply laws and regulations precisely or keep up with every change to them.

No connection between data: manual work does not link attendance, leave and payroll, so data has to be transferred and the payroll file prepared by hand.

Lower trust: errors and delays lower employees' trust in the company and in the law in general.

Inaccurate records: manual work may produce records of salary payments, but they are not accurate enough to serve as a reference for employees or government bodies, which can cause problems for the company or lead to legal liability.
