What this calculator leaves out (4)
  • Special weights: people with disabilities, GCC nationals, investor owners and others the ministry counts at other weights.
  • Weekly averages: the ministry averages headcount over a period; the calculator takes the numbers you enter.
  • Levy and fines: no amounts, because the published sources disagree on them.
  • Establishments with 5 employees or fewer: they need one Saudi, not a band.

In Dawmt every employee’s file and pay sit in one place

Nationality, salary and working pattern live on each employee’s file, so the platform already knows how many Saudis you have and on what pay before you work out your band.

We checked this calculator’s coefficients against the ministry’s own calculator on 10 October 2026.

How your band is worked out

Nitaqat Mutawar ranks each entity by its Saudization rate: Saudis counted divided by total employees, times 100. The entity is every branch of the firm in the same economic activity, so their numbers are added together.

Each activity has a formula for the rate at which every band starts: m × ln(x) + c, where x is total employees and m and c are coefficients the procedural guide publishes per activity and band. So the required rate differs from one activity to the next and moves with the size of the firm.

The guide sets coefficients for three years, each applying from April: 2026, 2027 and 2028, with the 2028 values staying until the ministry publishes new ones. The required rates rise in 26 of the 41 activities and stay the same in 15, so a firm can drop a band without anything changing inside it.

The five bands

The 2026 procedural guide sets five bands, lowest to highest. There is no Yellow band in it.

  • Red: a Saudization rate below where Low Green starts.
  • Low Green, then Medium Green, then High Green: each starts at the rate its formula gives.
  • Platinum: a rate at or above where it starts.

Who counts as a Saudi, and at what weight

The ministry’s rules for counting Saudis by wage and working pattern, as the calculator applies them when “Count Saudis by wage and working pattern” is on:

  • A Saudi worker counts as one full worker only if the monthly wage is at least 4,000 SAR.
  • A Saudi worker with a monthly wage from 3,000 SAR up to but not including 4,000 SAR counts as half a worker.
  • A Saudi worker with a monthly wage below 3,000 SAR is not counted.
  • A part-time Saudi worker counts as half a Saudi worker, provided social insurance contributions are paid, the monthly wage is at least 3,000 SAR, and the worker is not counted at more than two entities. Covers Saudi students residing in the Kingdom working regular part-time, and permanent part-time workers.
  • A Saudi worker under the flexible work scheme counts as one third of a Saudi worker, provided a total of 168 working hours is completed and social insurance contributions are paid.

The ministry counts other groups at special weights, such as people with disabilities, GCC nationals and investor owners. Their official list is only published inside Qiwa, so the calculator leaves them out.

How we work out the Saudis you need

We add one full-time Saudi on 4,000 SAR or more at a time. Each one raises both the Saudis and the total employees, so we work out the band start again at the new total, and stop at the first number where your rate reaches the band you are after.

Small establishments

An establishment with 5 employees or fewer only has to employ one Saudi and is outside the band formula. The ministry’s own calculator does not accept fewer than 6 employees.

Questions

What is Nitaqat Mutawar?

The Ministry of Human Resources and Social Development’s programme for Saudization in the private sector. It ranks each entity in a band by its share of Saudi employees against the rate required for its activity and size.

How do I work out my Saudization rate?

Divide the Saudis counted by total employees and multiply by 100. A full-time Saudi on 4,000 SAR or more counts as one, one on 3,000 to under 4,000 counts as half, and one on under 3,000 is not counted.

When do the required rates change?

Each April: April 2026, then April 2027, then April 2028. Rates rise in 26 of the 41 activities and stay the same in the rest, and the 2028 values stay until the ministry publishes new ones.

Is there a Yellow band?

No. The 2026 Nitaqat Mutawar procedural guide sets five bands: Red, Low Green, Medium Green, High Green and Platinum.

How many Saudis does an establishment of 5 or fewer need?

One. These establishments are outside the band formula, which starts at 6 employees.

Is the calculator’s result my official band?

No. The calculator applies the procedural guide’s coefficients and we checked its results against the ministry’s calculator, but your official band is the one on Qiwa, which works from average headcount and special weights.
